Olmsted County is seeking a Solid Waste Projects Engineer to work in Rochester, MN.

Minimum Qualifications of Education and Experience

Bachelor’s degree from an accredited college or university in civil, environmental, mechanical, or industrial engineering or closely related field and four (4) years of experience in a similar position as listed in the work functions.
OR
A combination of education and experience equivalent to eight (8) years in a similar position as listed in the work functions.

Regular and reliable attendance is a necessary component of job/position. Individuals required to use County vehicles and equipment must have a valid driver’s license and be free of any major traffic violations for the last three (3) years.

Nature of Work

Under general supervision, provides engineering expertise for solid waste management facilities and oversees infrastructure projects related to planning, design, and construction. Acts as project manager to provide engineering support for solid waste facility permitting and design, construction, operation, monitoring, and air quality programs. Manages a regulatory compliance team that is responsible for environmental monitoring projects and interpreting federal, state, and local agency regulations. Oversees engineering analysis, feasibility studies, compliance reporting, field sampling and testing, permitting, and interaction with regulatory agencies.

Examples of Work

Oversees department engineering design and construction projects, project progress, and compliance to engineering plans, budget, schedule, and safety standards.
Oversees the performance and activities of vendors and consultants in the investigation, planning, development, design, and implementation of engineering projects.
Assists in the review of operational budgets, expenditures and contract review for projects and activities.
Oversees technical work related to solid waste compliance, environmental review, and environmental permits. Provides research on solid waste management strategies and planning.
Acts as engineering subject matter expert and technical resource for department staff.
Recommends and authorizes hiring, transfer, suspension, promotion, discharge, assignments, rewards or discipline of employees, direction of the work and adjustment of other employees’ grievances on behalf of the employer.
Oversees the compilation and submittal of compliance reports.
Recommends new or improved environmental services and sources of revenue.
Acts as liaison with advisory groups, private and public agencies and the general public.
Performs related duties as required or assigned.

Knowledge, Skills and Abilities Required

Extensive knowledge of the engineering principles and practices involved in the operation and maintenance of solid waste management facilities.
Extensive knowledge of engineering and scientific principles and practices in solid waste management.
Extensive knowledge of engineering methods and practices to review engineering designs, plans, specifications, estimates, and reports.
Extensive knowledge of landfill design and operations.
Knowledge of waste diversion analysis and alternatives.
Knowledge of sustainability and waste minimization planning.
Knowledge of municipal waste combustor operations and district energy systems.
Knowledge of MSW, C&D, and Combustor Ash landfills, landfill gas, leachate management and treatment, transfer stations, recycling centers, materials recovery facilities, and organics management.
Knowledge of the laws, regulations and rules governing solid waste and/or energy producing facilities.
Skill in the use of computers and technology.
Skill in project management, including capital improvement and capital replacement projects.
Skill in written and verbal communication.
Skill in planning, organizing, and accomplishing work in a timely and effective manner.
Skill in recognizing, diagnosing and averting faulty operation of a wide variety of mechanical and electrical auxiliary and support equipment.
Ability to establish and maintain effective working relationships with others.
Ability to oversee the work of vendors, contractors and consultants.
Ability to apply accurate engineering computations and engineering judgment to the planning, design, construction, and operation of facilities.
Ability to read and understand sketches, diagrams and blueprints.
